We are currently seeking a Contracts and Proposal Administrator for our growing business

Job Description

Provides and supports various contracting activities and contractual arrangements and relationships. This position will interact with senior-level contract administrators, technical staff, program managers, the direct supervisor, and with external clients to manage the proposal process.

Applies knowledge of Matrix business policies and practices, federal procurement regulations and contracting procedures to support the business administration requirements of research and engineering projects and contracts. Will have primary responsibility for administration of NDA's, TA's, contracts and subcontracts for particular projects. This position does have signature authority to execute contractual agreements having defined dollar values under a certain threshold.

 The selected candidate will also help lead and manage the proposal process to include coordinating the creation, organization, development and delivery of proposals.

 Job Duties

Contract Administration Duties

  • Maintains a high level of communication and responsiveness with technical staff, administrative staff, internal and external clients, and the direct supervisor. 
  • Ensures internal work products are submitted on time. Produces written correspondence and reports, and numerical presentations of data. Performs assigned contract administration tasks in accordance with Matrix policies and procedures and federal acquisition regulations. 
  • Performs and/or assists in drafting and reviewing various contract-related documents including, but not limited to, teaming agreements, Non-Disclosure Agreements, contract terms and conditions, subcontracts, contract modifications, solicitations to prospective subcontractors, and contract briefs. 
  • Maintains contract/subcontract files and databases of contract/subcontract compliance data. Supports collection of contract/subcontract documents and data requested by auditors. 
  • Reviews contractual agreements and solicitations and recognizes business risks with terms and conditions. Proposes solutions/alternatives to ensure compliance with Matrix policies, procedures, sound business practices and federal acquisition rules. 
  • Works with the Finance department to review subcontractor and vendor invoices for accuracy, and to investigate any such invoice anomalies. 
  • Other duties as assigned.

 

Proposal Management Duties

  • Will work with the administrative staff and technical staff, including managers, in communication of the Matrix proposal process and support preparation of final proposal documents. 
  • Assist in leading the proposal process by: analyzing RFP content and amendments, developing proposal schedule to ensure proposals are completed and submitted on time, coordinating/tracking technical writing assignments with subject matter leadership team, providing quality control reviews of drafts from writers to make sure they are in compliance with the requirements of the RFP, conduct post-submittal lessons-learned exercises. 
  • Performs and/or assists in preparing content and supporting documentation for proposals, including basic price analyses for proposed subcontracts. Interacts with subcontractor organizations to request proposal information and review/evaluate information received. 

 

Experience and Qualifications

  • Demonstrates understanding of types of contracts and associated business risks, and frequently-encountered federal contracting regulations (FAR, DFARS), concepts, and applications. 
  • Demonstrates knowledge of federal and commercial contracting and contract administration applicable to Matrix operations. 
  • Demonstrates excellent communication skills (both oral and written), works collaboratively in a team environment, and works effectively across organizational lines. 
  • Demonstrates attention to detail in the preparation and/or review of all assigned work products. 
  • Proficient in the use of MS Office (Word/Excel) and has the ability to learn new business system applications. 
  • Demonstrates effective time management and organizational skills to multi-task and respond to quick turn-around requirements. 
  • Ability to obtain and maintain a U.S. Government Security Clearance

 

Education and Experience Qualifications:

  •  Bachelor's degree (B.S./B.A.) in Business Administration or similar
  • Minimum of five years of directly related experience in a contracting and business environment within the Defense industry.
